CRCLL ALL-STAR & SELECT TEAMS
Each year, the League has the opportunity to field All-Star and Select team(s)that are eligible to play in post season tournaments, with 10U and above eligible to play in the Minnesota Little League All Star Tournament, Midwest Regional All Star Tournament, and the Little League World Series.
CRCLL’s goal is to recognize the best players of our League via the All-Stars. All-Stars are CRCLL players who have competed in a specific number of games, determined by Little League International. Refer to the Little League website for full details. Players are nominated by team managers by a date determined by the league president and are selected to the team following discussion/ranking and vote by managers.
As a rule, CRCLL strongly supports All Star team composition being tied to player’s Little League age (Little League age 9 on 9U, 10 on 10U, etc). The only time an exception will be granted is in the event of an inability to roster a full team of the appropriate league age, then a player may be selected to “play up” to the next age bracket. The decision will be at the sole discretion of agreement between Team Manager, CRCLL President, and the Player Agent. A request from a Team Manager or Parent will NEVER be taken into consideration by the Board. CRCLL has the option enter the following teams into the tournament play, dictated by CRCLL BoD and determined by skill levels:
- 8U Team: players league age 8, possibly 7
- 9U Team: players league age 9, rarely 8
- 10U Team: players league age 10, rarely 9
- 11U Team: players league age 11, rarely 10
- Little League Team: players league age 12, rarely 11
The number of teams sponsored by CRCLL will vary based upon the tournaments offered by Little League, coach availability, and number of qualifying players.
Managers/Coaches
Uniformed coaches interested in the All-Star Manager position shall submit an interest email to the CRCLL President prior to May 15th of the current league year. A team manager and/or coaching position is not tenured. The winner of a league division or league championship does not receive an automatic bid. The CRCLL President is responsible for appointing all All-Star Managers and will provide a list of interested candidates to the BoD who will vote for the All-Star Team Manager for each age, with the following conditions:
- Little League: the manager and coach(es) shall be regular season uniformed team managers and coach(es) from the Majors Division only.
- All other divisions: The manager and coach(es) shall be regular season uniformed team
managers and coach(es) from any division.
- Eligible team managers are voted upon after the ranked players are determined for the All-Star team. Managers with a player outside of the first 20 division ranked players may not be eligible to manage an All-Star team unless so authorized by the CRCLL President.
- All team managers must receive a majority vote of the CRCLL BoD.
- The CRCLL President may be eligible for a manager or coach position if provided written approval from the District Administrator.
Family Obligations/All-Star Candidate Commitment
NOTE: The expectations and schedule for All-Star team participants is extremely demanding. Families should expect to incur travel and participation expenses beyond the All-Star fees. Player attendance at practice is not expected, it is required. Poor attendance will be immediate grounds for removal from roster and replacement with a more committed player.
If a player is eligible and is selected to be a candidate for two separate teams (10U All-Stars and 8U All-Stars), the decision of which team to play on will be determined by the team managers with strong input from the Player Agent, President and the player’s family. While the objective will be to select the most skilled and competitive team possible for tournament play, the family’s wishes will be recognized, if possible.
The player’s parent must present the player’s certified birth certificate. Additionally, residence shall be established and supported by documents dated or valid between February 1,(previous year) and February 1, (current year). The following documents are needed from the player’s parent(s) or guardian to determine residency:
Residency Checklist
The player must reside in the approved boundary (mapped area) allocated to CRCLL, or be officially grandfathered into the League and be able to support this statement with an approved Little League Waiver. This is required by Little League International. A player will also be deemed eligible to play if the physical location of the school where they attend classes is within the boundaries established by the local League. Note: this excludes home schools, cyber schools, sports-related schools, sports academies, preschool, or after school where a student participates outside of the primary school where the player is enrolled. “School attendance” refers to the physical location (place) the player in question attends school during the traditional academic year.
Once established, a location of school attendance shall not be considered changed unless the child is enrolled and attends another school or is no longer enrolled in the previous school. School attendance shall be established and supported by a document indicating enrollment for the current academic year. The document should be dated prior to October 1, (prior year), include the physical location of the school, and fall into ONE of the following categories to determine school attendance by such player:
- Official/certified school enrollment record
- A Little League-issued school attendance form completed by the principal, assistant principal or administrator authorized to sign on behalf of the school
It is imperative that supporting documentation be given to the Player Agent no later than 72 hours prior to meeting with the district Little League administrator(s) to sign the Eligibility Affidavit. Parents should reference and read the CRCLL All-Star Guidelines prior to signing the All-Star commitment form.
All-Star Nominations
On a date determined by the League President and Player Agent, the managers or a designated
coach from each divisional team will attend a meeting for the purpose of selecting All-Star players. This meeting will be conducted by the Player Agent. The manager or coach of each team is to present player nominations from their regular season team who they feel should be considered for All-Star consideration. For each player, the manager or coach should explain, as needed, why they believe their nominated player is a possible strong candidate for an All-Star team. No preference in player selection will be awarded to the All-Star team manager. The only caveat to this rule is if the selected Manager’s player is not one of the initial players selected, they shall take the place of the 12th ranked nominated member. The Manager’s player must be a consensus top 20 ranked player in their respective CRCLL age bracket.
All-Star Voting
From the division manager and/or coach meeting, the League shall compile a list of the top player candidates, in the order selected by the eligible voting managers. This list shall be maintained by the Player Agent, who shall contact the top twelve candidates to determine their availability and interest. Should any of the top candidates decline the nomination, the Player Agent will continue to the next highest ranked player on the list until a full roster of candidates have accepted the nomination. If the player declines on the basis of cost, the Player Agent should discuss scholarship options available from CRCLL.
The remaining players after the roster is complete will be provided to the All-Star manager to be used as available candidates for replacement players as needed. The teams may not be announced, and no practices or games conducted, until allowed by the Official Rules and Regulations of Little League® Baseball (usually no earlier than June 1st or two weeks prior to the start of the District tournament, whichever occurs first). No try-outs, if required, may be held prior to May 15th of current league year.
The Player Agent and all participants should keep all voting/ranking/potential team rosters and any discussions confidential.
Managers/coaches who knowingly violate this rule may be subject to discipline to include removal as an All-Star Manager and/or Coach at the discretion of the CRCLL BoD
